Forest Service Publishes New Rule For Energy-Related Permit

The Forest Service today announced a new rule that permits it to respond quickly to applications for oil-and-gas exploration on Forest Service land already under federal leases.

The rule is a categorical exclusion for land under lease that has already undergone environmental analysis consistent with the National Environmental Policy Act (NEPA) guidelines. The additional analysis previously required by a new oil-and-gas exploration and development application took a minimum of six months. With the new rule, an application can be processed much faster unless there are extraordinary circumstances such as the presence of threatened or endangered species or their designated habitat, wilderness areas, inventoried roadless areas, wetlands, and archeological or historic sites...

Ranch Becomes Part of the Little Missouri National Grasslands

Agriculture Secretary Mike Johanns today announced that the USDA Forest Service has purchased a 5,200 acre parcel—which houses the historically significant and natural resource rich Elkhorn Ranch in western North Dakota.

The Elkhorn Ranch—located in the Badlands of western North Dakota—was the site where President Theodore Roosevelt operated a ranch in the 1880s. The ranch, purchased for $4.8 million from a private owner, becomes part of the Little Missouri National Grasslands. The Forest Service will honor existing legal rights and valid permits. Grants Support Administration’s Renewable Energy Goals and the Healthy Forests Restoration Act

Agriculture Secretary Mike Johanns today announced the award of $6.2 million in grants to more than two dozen small businesses and community groups to develop innovative uses for woody biomass, including renewable energy and new products, from national forests.

“These grants help communities, entrepreneurs and others turn residues from forest restoration activities into marketable forest and energy products,” said Johanns. “Not only will these projects reduce the risk of wildfire, they will help us to achieve the President’s energy goals. Within limits. The CMS Webs User Manager currently only supports a few levels (“groups”) of users. You can show different content to different groups, but you cannot show each individual user a unique set of content. Put another way, every user in the group will see the same content as the other users in the group.
